Shouts Voices are not played if Skyrim is installed on a drive other than "C:". I don't know if this already known. I really like the shout voices and i find this really annoying since my system drive is rather limited and security policies are very strict regarding user installations on C. I have verified this several times on different systems (x64, x86, win7, win8.1), with and without dlcs.

A fix would be nice.

That's the problem....

Many people that having that particularly problem, have fix it moving the Skyrim folded back to C:\Program Files(x86)\

However you could use Steam Mover to move files and creating the junction points properly. (http://www.traynier.com/software/steammover)
