Do the rings of Mara imply marriage?

In Skyrim the amulet of Mara and the associated ceremony provided a route into marriage. In ESO we have rings instead of an amulet, but also a ceremony. To me rings are more associated with marriage than an amulet and the fact that you can only give the ring to one person seems a little leading. So do the ring and ceremony imply a marriage between the two characters? This is how I interpreted it but I am hearing a lot of guys saying that they will give one to their guy friend...

Please note that I have no issue with same six marriage. I am just wondering if this is the intent or I have misinterpreted.
