Forebears, 'cuz they ain't so stuffy about interacting with High Rock's many peoples. Wayrest is just filled with the buggers.
Crowns, as they still honor the old ways of Yokuda. I'd hate to see their religion go the way of Skyrims...
However, many valid and interesting arguments can be made for the great Potato. I'm Irish, sue me.
I am fully in favor of a potato invasion to reinforce proper rule in Hammerfell. Let's remind those haughty Redguards exactly who should be in charge.
More seriously, I have no preference. I like nationalism and traditionalism, but I also know that traditionalism for its own sake is stagnation. As long as they keep fighting, they're giving us our entertainment, and I'm happy.
Girai_Harkaanius makes a very good argument, however. Let's see more Redguard lore before unpleasant things happen to it.
From my experience, potatoes tend to be rather underrated. But I can't compare them with the two political factions of Hammerfell because I know so little about them. Or Redguard philosophies general really. In Morrowind, they say that House Hlaalu takes a lot of Redguard hirelings. We don't actually meet any, but this suggests that at least part of Redguard society is comfortable with cutthroat, mercantile policies. I'm guessing these Redguards are Forebears, given House Hlaalu's culture (or lack of). Although those are Redguards who have left Hammerfell, so they might also be from Crown lands.
I think the following should be noted:

This is worth bearing in mind when comparing how the Forebears and Crowns claimed their power. They presumably both believe in meritocratic inequality. I speculate that there is much less social mobility in Crown society, but the Na-Totambu take better care of their peasants because so far as their concerned, peasants are only capable of being peasants and they should be supported in that.

"High Prophet" must be titled because it's capitalised. This suggests that it's a position in an organised sect. From the rest of the sentence, one could speculate that the clergy hold a lot of power in Crown lands. This is unlikely in Forebear lands, because we know they tend to adopt Cyrodilic/Breton traditions in which the clergy are rarely of great political significance.
I tend to imagine that Wayrest had a new romantic fashion phase at some point thanks to Redguards with that 'swashbuckler' look.
I think we can all agree, no matter our affiliation, the Lhotunics are all tossers.
Potatoes
In TES Redguard it's mentioned that visitors from Yokuda are disliked all over Hammerfell so I'd hardly say the Crowns put their ancestors on a pedestal as high as some might think.
Touche, Lhotun was a camel milk-drinker.
Forebears, man. They did all the hard work slaughtering the indigenous population of Hammerfell and then the Crowns just waltz in there. Also, let's not forget it's the "Yokudan traditions" that sunk half a continent.
