Well, I've met quite a few weird NPCs.
Fanola Hlaalu (I'll break into her house when I get home)
Bolwing (Homeless bosmer in the Bliss)
The Gray Fox (Capital!)
And a few more... I don't remember. I'm pretty sure I found a few weird beast raced ones at the Daedric shrines.

Pretty much everyone in the Shivering Isles. And many many NPCs in Cyrodiil

One of my favorites is Ida Vlinorman. Mostly because of her rumors. I remember the first time I heard to NPCs in the Arcane University talk about her in very dead pan matter of tact way

"Ida Vlinorman likes jumping off things.... That's because she's an idiot."

You should have a nice talk with her. Make sure she likes you, and she'll show you her dark side.

Oh, I think Phon knows her quite well...

Too many NPCs to mention. They all think the worst crime possible is to grab an item and just move it around

Falanu appears to be studying to be a Cyrodiilic lawyer, as she shows an interest in the laws of the province.

BTW, you might notice the burnt down alchemy shop to the East of the Imperial City. Just a coincidence I suppose.
