I am looking for a mod that makes armour values unaffected by armour durability. To be clear, I do not want to turn off armour durability. If you know a mod or how to do this, let me know please.

That's controlled by game settings, change http://cs.elderscrolls.com/index.php?title=FArmorRatingConditionBase to 1 and http://cs.elderscrolls.com/index.php?title=FArmorRatingConditionMult to 0

Though note it also gets rid of armor rating bonuses from repairing your armor to 125% with the expert armorer perk.
