Considering how the Thalmor operate I would say it is pretty likely they did it at least once to torture dissidents.

The point is that if you can't handle a bit of ruthlessness and ambiguity in a character, you're in the wrong series. So enough with all the hand-wringing over Ulfric being a baaad baaad man. It's pathetic.

No I can handle it, I just don't think that saying said character is "sunshine and roses" because he is not. That's the point you're missing entirely, I'm not saying Ulfric is a bad man but I'm not going to say he is good either because he isn't, he is a gray character.

Point, missed. That being that compared to other figures in Tamrielic history- such as the guy who depopulated whole regions and deployed Numidium in his bid to take over the continent- if even the absolute worst the imperials say about Uflric is true, it still doesn't rate a raised eyebrow.

I wouldn't say there are none. Jarl Kuvar from Winterhold, for instance. And Markarth's Stormcloak jarl.

And there is this argument used by SC supporters, "Oh, but Ulfric lets them...". Irrelevant. You will find people from all races working and living in Morrowind but damn, do the Dunmer hate those filthy outlanders. It doesn't equal tolerance.

I don't think the Stormcloaks are racists anymore than any other group of people (apart from actual racists groups of course lol). I think individuals may be racially biased or maybe even full blown racists, but the organization as a whole is not.
