so my friend and i just got invites for this weekend and thing is.... his internet is super slow. so im wondering if there is a way for me to download elder scrolls then give it to him on a flash drive or something along those lines... please help!

That doesn't sound legal.

Unfortunately not, but it's already possible to start to download the beta now, so just make sure your friend start to download it as soon as possible.
