alright i'm seeing these in almost every Interior cell, so what are they used for???

They are the audio equivalent of a light marker...

You attach a sound to one, then place it in the cell. The sound will emanate from that location.
For instance, if you access a sewer through a man hole cover, you would place an audio marker in the sewer interior cell near the model of the man hole exit that would loop the sound of howling wind. That would make the sound of the wind appear that it is coming from outside.
