I went into a cave with 4 cave bears at level 11 and survived on adept with dual Nordic shortswords, and 2 npcs Gunmar and Yngol.

nope. it's a cave near morthal. there is a dead guy and a chest in there. there was also 2 cave bears outside. next to the quest marker http://min.us/i/hzjK6S1kuD

A conveniently placed rock dosen't care what level you are.

For proper fight.. for me it's around level twenty. But my builds are usually roleplay-oriented. Example: My Bosmer follows the Green Pact and dosen't drink potions. For all he knows, a potion or at least the ingredients of the potion could have been imported from Valenwood.

Actually not incorrect, if you think about it. I know it sounds like a stretch, but if you've invested your 9 perks divided among Heavy Armour, 1H and Restoration as well as upgraded you health to 150 and stamina to 140, you can stagger the bear/cat long enough to take half it's health down before taking a hit, then take a hit, use fast heal (and I'm not even counting potions or poisons) and use aformentioned technique to kill the beast.

I must admit, a high AR and a good amount of magicka with a Restoration spell does wonders. Even on Legendary. I had the pleasure of playing a Redguard Paladin last year called Denzel. His sword only hit for about thirty damage, but damn could he take a punch!

Precisely. Especially if you stock up enough potions to revive yourself a few times. If your level 10 and just fumbling around without any idea of what to do, than yeah, you're dead meat. But when you have a strategy, the beast's as good as dead.
