Oceanic PvP

As someone who lives in a [censored] country with atrocious internet speed I'm very concerned about if I'm actually going to be able to play this game. From what I've read it seems that the major focus of this game is PvP and I've only ever had terrible experiences with PvP in online games due to massive latency problems. So, I 100% avoid every PvP encounter to the point where if I'm ganked I usually don't bother fighting back and just wait to spawn and continue what I was doing until they get bored.

Now I consider there will be no oceanic servers, which dooms me from the very start.

What is the end game PvE like?
Is there going to ever be Oceanic servers?
Can I enjoy the game without ever touching the PvP scene? Mostly because I'll never stand a chance of competing fairly against other players.

I'm from New Zealand and I PvP on a free Ultima Online shard to this day.

You'll be at a disadvantage to people who ping less, of course, but it shouldn't stop you from having fun.

Second question, answer is no.
Third question, answer is sure, you can.
