Worldwide access upon release?

As an expat living in Asia (China), it's pretty hard to find a decent English-translated mmorpg to play with reasonable latency. I've been playing the Beta and so far the game is more than playable (at least the PvE part). Now, I've really enjoyed the previous ES games and I would like to pre-order this one. On the official ESO website, it is mentioned in the support/faq section that the game will be available worldwide.

I've played enough MMOs to know that many publishers choose to IP block countries like Russia or China to prevent farming/RMT (or because they have their own servers/publishers in those regions).

In short, are there any plans to ip block certain countries/regions (notably China) from accessing the game upon release or is it safe for people residing there to pre-order the game?

A confirmation from an official staff member would be much appreciated.
