I'll get straight to the point, where is this so-called packaged PDF?

After extracting it (and the 3.1 patch) I searched through the documentation folder and everywhere else and these is NO PDF document guide to tweaking the ini.

I found this website... can anyone tell me if this tweak guide for sl.ini is up to date for the 3.1 beta? I don't want to be using it to tweak if it's not current for the 3.1 version of Streamline.
