There may not be an absolutely right alternative, but personally which of them do you think the Dunmer should favor?

The Tribunal, with the exception of Vivec, were selfish backstabbers who betrayed a divine oath, siphoned power from their worshipers and reveled in their position as Walking Gods.

At least the Reclamations are real gods. Seht and Ayem didn't earn their godhood, nor did they do anything worthwhile with it (like Vehk did)

The Tribunal because their cared about their people. Sure, they were far from the best rulers, but the Reclamations are Daedric Princes for Talos' sake! Sure the Tribunal may be gone, but that doesn't mean they can't return. After getting the Nerevarine to disposse of the Tribunal, Morrowind slowly collapsed untill it became the Morrowind we know today. They ruled with their godhood and protected Morrowind from both the Daedra and the Akaviri and founded the Ebonheart Pact - the singe most important alliance between the Nords and the Dark Elves, as well as the Argonians, but I don't think that's ever going to happen again, ever.
