Staff of sparks location anyone? : V

I have the most annoying glitch that the staff or sparks apparently fixes..

Does anyone know a guarenteed location of said item?

That's all the information I could find on it Harry. It would seem that you can craft it if you have the Dragonborn DLC.

What's the glitch? Might be a good idea to tell us, someone might have an alternative fix.
