I wouldn't go so far as saying that Roggvir's execution was murder per say.
As far as the Empire goes it was lawful to be honest. You might not like that but that is just how it goes.
I tend to see things from both perspectives in order to try to avoid a debate and somehow both sides still debate and bash me at the same time for looking at both sides.
I'm not going to bash anybody, and there's no need for a debate here. I simply shared that Roggvir broke no law, and neither did Ulfric (at least at the time of the challenge. Obviously rebellion is a crime). Roggvir will be remembered as the only guard in Solitude with a real grasp of Nord law and justice, and his death was merely an act out of grief from Elisif. And don't get me wrong, I love Elisif. She didn't deserve to lose her husband, and I feel pity for her, but killing Roggvir was unjust and an act of insecurity.
