Which kind of scavenger? A named NPC or a "wandering scavenger" or something along those lines. Either way, wait 73 hours and you're good. The common scavenger may or may not respawn. Some of them do for me, some do not. The named NPC (guy with guard and brahmin) will not respawn. Run away from the area and do the waiting.

Any scavenger dont talk it seems i can speak to them but when they answer there is a blank screen with no optionanybody can help ?
