Tried the various locations mentioned on the web for this amulet but to no avail:

Dawnstar Sanctuary

Whiterun Hall of Dead (had to give it to the priest)

Markarth

Can anyone help. I need to find one to give it to Torbjorn.

wayward pass is a confirmed place for amulet of arkay have you checked there ?

There's rarely anyone else in Whiterun's hall of the dead, except the priest. I know it might be tempting to be an honest, good person and keep that reward of "Ten Septims!" But really, the priest is quite easy to kill, rather fitting, dieing in your own hall of the dead. Just take it off his corpse.

Go to wayward pass. Great dungeons nearby

Don't kill the priest. His amulet is a unique amulet which can't be given to Torbjorn.

it's best to go to wayward pass or the clothes shop in solitude.
