How could the mobile hospital for the NCR's front line be run by a single man? When wounded start pouring in, what is one man going to do? If the NCR is engaging in a drawn out struggle for Hoover Dam, you would think they would be prepared for a constant flow of wounded soldiers. You can't exactly ship trauma victims to McCarran or back to California on Brahman backs.

I'm sure there are active combat medics patrolling the Mojave. Either that or everyone's instructed on proper Stimpack usage.

Oh, I guess I was assuming that limbs couldn't be healed by stims like in HC mode. There is literally no use for any medical tent if a single needle stick could fix everything from massive hemorrhage to a blown off limb.
