The reason why I don't use it is because it's incomplete. According to the description page, two cities (Leyawiin and Bravil) aren't complete as of yet. The Imperial City (the city I use the most) hasn't been tweaked at all.

The way I see it, the mod won't be completed for a while (if at all), so I was just wondering if there was a replacement mod that does the exact, or similar, thing.

There's nothing like it that I know of. Just because it isn't complete, you shouldn't deny yourself the pleasure of using it - it's wonderful. And I recommend installing "Immersive Interiors and Landscape AddOn" too.

Maybe so, but for me, it detracts from the experience when I can look out a window in one city and can't in the other. Maybe I'll give it a try.

Oh, by the way, how does this mod work on buildings OUTSIDE of cities?
