I launched the launcher, but it installed completely to a new folder called "The Elder Scrolls Online EU". Might be a hint of what is coming next. An open beta for both EU en US players.

They already said that there won't be a open beta. Only close betas.
Just because theire splitting up regions it doesnt imply that were getting a regular open beta.

I know you're excited but the above isn't really an indication that the next beta will be open, only that it will have both NA and EU servers running.

They have promo codes and stuff (like the curse thing last time) but no traditional open beta registrations.
My guess is they want to people to proof-read localisation of dialogue/books/every other bit of text in the game, so they're tossing all the Europeans on a separate server so that reports regarding spelling/grammar errors are gathered in one place.
Hopefully that doesn't mean they will have less people to monitor other types of feedback on our end. I'm not going to be playing/testing in French of German anyway...
My launcher did not update at all. I'm in the US. I'm guessing that what's really happening is that they are opening the EU mega-server, and most likely for the next beta event (which will probably include all those that were in before, as well as giving out a ton more keys), we will be separated into two mega-servers.
There will not be an open beta, but it seems to me that they are wildly increasing the number of keys, so that anyone who doesn't get into the next didn't really try to.
