My followers are doing this!
I am trying to have captives that can be recruited AFTER you save them.
They have a small quest, and are in an alias with a prisoner sit package which is active until after you speak with them and release them.
I do not want the "Follow me" line to appear until AFTER you release them.
I note that the vanilla method (favor-recruit) is to set the NPC up with the potential follower faction and follower faction -1, but do NOT include a relationship with the player.
Then, once the desired dialogue point is reached, add a script that sets the relationship with player,1.
I have the NPC's alias faction set to captive faction so the bandits don't kill the captive, but I note that if there is no relationship with the player, as long as my weapon is drawn, and the bandits are alive, my summons and followers view the captive as hostile and attack until they bleed out..
If there is a relationship with the player, they do not, but the follow me line appears too early.

NOTE: the vanilla favor-recruit works perfectly with an NPC not in combat.
