Fortifying enchaments?

My current character is going through the Knights of the nine questline and really likes the armor she is finding.

I have questions pertaining the restoration enchantments on this armor.
First am I right in assuming that with the enchanments in place my now allready slow leveling restoration will level even slower?
Can I even max out my restoration skill with these enchanments?
And if these enchanments raise my restoration skill from 41 to 51 or something I still can't make journeyman level spells yet?
If so is the only thing these enchantemts good for is lowering the cost to cast a restoration spell?

Another question is that my character will not be able to max out intelligence,do to roleplaying restraints.
I was thinking about enchanting some rings with fortify intelligence to max it out to 100 allowing me 200 magicka.
Will I be able to make a spell that uses 200 magicka,or close to it,if my normal base magicka before the enchantments would only be 180 magicka?

fortifying equipment doesn't effect going up in levels. you still will be able to reach a base of 100 in restoration though you might not get any benefit by the fortification. i don't know for sure if fortifying restoration will slow the leveling of that school. really i don't think you would notice if it did.

about magicka. if you fortifying your magicka or your intelligence, you would be able to cast spells greater than your base magicka. however if your custom spells will be limited to your base level.

It doesn't affect the rate of leveling.

However there is subtle difference between fortifications and abilities

In some cases (not with the KotN armor) skill enhancements are added as abilities vs fortifications. For example the "Night Mother's Blessing", the Grey Prince's reward, the alchemy station at Frostcrag, or the Skeleton key. Those are added as abilities and they will slow down leveling (ie you need more experience to level the relevant skill).

So for example with the Skeleton Key which fortifies Security by 40, it takes much more experience to increase at level 90 vs 50. So one trick is to pick a lot of tumblers with the Skeleton Key until the experience bar is almost filled up. Then if you remove the Skeleton Key you can increase levels back to back with the next to tumblers you raise. And with the Skeleton Key equipped you cannot increase Security above 60. But that is because it is an ability. Fortifications like with the KotN armor don't work that way.

But as mentioned above, any fortification of a skill above 100 provides not benefits, except for Acrobatics and Athletics. (Attributes above 100 do provide some benefits). So if your natural (unfortified) Restoration skill gets to 100 the Restoration fortification in the armor is useless.

Thanks I new about the skeleton key slowing youre lockpick skill down,that is why I asked about the armor.
I didn't know the difference between fortifies and abilities though.
