So from what I understand you can go there at lvl 10 but it scales you up to lvl 50

Are the quests in Cyrodiil lvl 50? I can't imagine it having quests ranging from lvl 10-50.

A developer said it's even possible to get 10-50 just by questing there.

I believe all quests will scale, but the ones I did involved killing 20 players and such, perhaps there are scout missions as well, didn't get the chance at those, but I do know there are more variety than just kill X players.

I think all sub L50 players are scaled to the same level. A L50 player will be a lot more powerful and have a higher points score for killing them (according to a couple of videos I watched anyway).

Quests are given out at locations where a bunch of night-blades are crouching in stealth waiting for you to show up.

There are two types of quests in Cyrodiil. one type is mission board quests, in which you are given a task by your alliance(kill 20 enemy players, help capture elder scroll, take fort, scout out area, etc.). The second type of quest is quests that are given by the inhabitants of Cyroddil, located in there cities/towns/ random settlements. these give quests similar to the ones that you find outside of Cyrodiil. however unlike the ones outside Cyrodiil, these are repeatable(like daylies).

The Cyrodiil quests given by NPCs that are unrelated to the Alliance War are no walk in the park. I tried two of them during the last Beta and they both required me to venture from my alliance's territory to cities in territories belonging to the other alliances. Needless to say, you may not exactly receive a friendly welcoming party along the way or at your destination.
