Would a "magic" offhand item work?

So I want to play a clothy/ caster class, primarly using a destruction stuff but with a sword as backup (So as to take advantage of stamina when my magicka is out). However, there is no skill like for just "One handed sword", which leads to my questions/ discussion topics:

1. Do you think it's weird/ cheap to play a cloth wearer who holds a sword and shield? I personally think it'd look odd, does anybody plan on doing this?

2. As an alternative to a shield, Do you think that a "focus" type of offhand weapon would work in the world of The Elder Scrolls? You know, something that doesn't actually do damage, but instead gives bonuses to magicka regen, spell power or magicka pool? They've never been in previous TES games, so people might be inclined to reject them, but they would allow a primary caster to take advantage of the duel wielding skill tree.

Just food for thought, I doubt they'd end up in the game anyway. I'm Interested in what other people think about this.

That off-hand idea is straight from "shamans" in WOW....and tbh, not a bad idea at all at 1st glance. Its yet another item to craft & adds more choice.....

But how viable would it be adding to magicka, when it there is a soft cap that will limit the magicka you can have & regenerate etc. Ofc, it will add an option for those who use heavy armor instead of light armor.......but it seems there would be a need for a re-balancing of other elements, to counter a heavily armored dps spellcaster.....maybe.

I guess there needs to be a new design of a shield.....one that is more refined, so it looks like an accessory for clothies.

It does look a little wierd, but if it works, then it works.
