Disadvantage of using specific race on different alliance

Ok solets say a wood elf starts the game in Ebonheart Pact.
This means the woodelf will not have access to race specific books that exists in their territory.
Mostly for crafting and such. ...
Am i wrong here or does these books exists in the territory where all alliances can have access into ?
If not, then the bonus given by the pre-order deal is relatively damaging, considering i will not have access to books and skill designed for my race.

Books can be found in all regions & used by all races.

There are no books that can only be activated by a certain race, so no race specific books.

There are racial motives, but they can be found anywhere if you are lucky.

You are automatically given the ability to create your races armor.

No limitations if you want to play a Bosmer at EP. The crafting books (armor style) are random drops in the whole world.

So you will start with your "Bosmer style", independent in which faction you are playing. All the other armor style books can be found during you way to Level 50, or later, if you are unlucky (but perhaps they are not BoP, so you can buy them in the guild stores).
