Every time I rest somewhere, I hear a weapon being unsheathed and then I'm instantly killed. Why does this happen?

Its part of the tribunal expansion pack. If the assassin is kicking ur ass that bad then run away and come back at a higher level or lower the difficulty and kick his back.

Check your journal. It should be telling you to talk to a guard. If you follow your journal's instructions the assassins will stop attacking you.
