Civilization!

Firstly, if this is the wrong area to put this thread, then please move it.

Secondly, thank you for taking the time to look at this thread, I have somewhat of a dilemma I was hoping you all could help me with. I'm sure many of you here are familiar with the Sid Meier's Civilization strategy games, I'm also sure many of you are aware of the modding community that these series have. I am currently working on the a mod myself. Obviously it will be a Elder Scrolls themed mod, but there are somethings that I am having trouble deciding as I'm still in the beginning stages of development, I was hoping everyone here could help out. Also if this were to gain popularity I could keep this thread as somewhat of a development log and what have you. Anyway there are currently a few "problems" I am having.

First: What civiliaztions would you like to see and what leaders would you like?

I'd like to say that this will be a Civ IV: BTS mod, and I understand there are several Elder Scrolls themed mods already for Civ IV and V; while I do look to these for inspiration and ideas, they don't always capture the right feel for me.

So ideally I would like to have the 9 main nations of Tamriel, but what about things like the Dwemer or the Ayleids, or even the akaviri.

Second: While many mods still allow you to research things like lasers and satellites I feel like this kind of takes away from the Elder Scrolls feel. I've considered taking away some of the techs but I'm not sure what some should be replaced with and how exactly would someone win a science victory. I do plan on making civilizations being able to research things like the different schools of magic and creating magic based units.

I've considered the idea of making each technological era coincide with a historical era from TES lore so while nations research new technologies each era ends when a civilization completely researches a scripted event. For instance to end the first era a player will have to research "Scripted event 1" where once finished Mournhold is destroyed The Imperial's capital experiences a turn of anarchy and any deals between the Imperials and morrowind are halted, thus starting the second era for everyone allowing players progress further with technologies and what not while those that haven't researched the scripted event yet still have more to research. I'm still not set in stone on anything like this yet, i just wanted to get some input and feedback.
