Not actually made by Bathesda, and there are no join-able factions like in the TES games. You can however "join" the Brotherhood of Steel to learn power armor.
also, New Vegas by a mile. You can RP whatever you want and just play, not jump through hoops. Plus, New Vegas is a POST APOCALYPTIC WESTERN.

Both game are awesome and need to be played.
That being said, I prefer New Vegas because of the feel, also I find that I immerse myself much more into the story of New Vegas.
Well, there is also the Followers of the Apocalypse, but then you can't actually join them like in TES either. You basically play a courier who did good things for certain factions and then they reward you with stuff that benefits their faction.
There are a decent amount of companions, but you can only have two with you at any time. And there is something of a small shadow Civil War in the BoS, where you can choose one side or the other for a high ranking position.
There are 8 followers, and you can have two at a time (One human, one non-human).
