Cannot Launch Oblivion

I've been trying to get Oblivion to work for quite awhile now to no avail.

The problem I've been having is that whenever I try to start Oblivion from Steam I get the same error:

Oblivion Launcher has stopped working

I have gotten Oblivion to work on my computer previously, but now it just doesn't want to work.
Here are my specs:

GPU: GeForce GTX 560 Ti
CPU: Intel® Core™ i5-2500K CPU @ 3.30GHz
Memory: 8.00 GB RAM
Resolution: 1600 x 900, 60 GHz
Driver version: 334.89
OS: Windows 7 Home Premium 64 bit
DirectX 11
I feel like I've tried everything.
I've deleted all my saves, and constantly delete the INI file. When I delete the INI it always checks for my settings, can't detect them and sets them to medium and then crashes like before.
I've tried running the launcher in compatibility mode, disabling desktop composition and visual themes.
I've tried tweaking certain parts of the INI
I've tried uninstalling and reinstalling many times over
I've tried verifying the game cache
I've tried disabling Steam overlay and disabling the Steam Cloud
I just don't know what to do.
I feel like it has something to do with my driver version, because it has worked before on this computer.

Where is Steam installed? Programs folder can cause issues since Windows vista and newer are over protective of the programs folders and sometimes cause issues with the game loading.

Playing with any mods and are you using obse. If using obse you will need to use the proper files that work with Steam.

I don't have any mods installed.

It is installed in:

Computer-> Local Disk (C:) -> Program Files (x86)

You can try moving steam to a new folder outside of the programs x86 folder. Such as c:\games

I've installed it into:

C:\Users\[name]\Documents\Games (Documents)

And I still get the same error.

That's a protected directory still. Install it to a directory at the root of the drive.

Also, that image is next to useless. Click save to file and copy and paste the contents into a spoiler tag.
