Or just ignore the insignificant man.

Or get the mod for Reduced Distance Greetings or whatever it's called, and then take a wide berth whenever he comes around. Altho you still have to listen to him condescend to everyone else in the marketplace.

Most of my character ignore him and chalk him up as just another worthless individual stuffing himself up the jarl's backside to feel like a big important man. Even his wife dislikes him. If she slipped me enough coin, I'm sure I could get signed in blood divorce papers haha.

Otherwise... I'm sure the Dark Brotherhood will come for him one day. Who doesn't want to see him dead? I'm still not sure what he does all day. He has his farm, but he is never there. and he sleeps in the Drunken Huntsman in the upstairs room while the bosmer owner and his brother sleep in the back room. wtf is wrong with that picture?
