If you really want to significantly lower your FPS just use a taxing ENB series.

Because you don't want to cap the frame rate with it on. Those are your options. Overtaxing isn't a solution since that can still be variable. You need to either change your refresh rate or cap the FPS.

Unfortunately there might not be alot of options for you. You can try enb series. A better option is to cap the framerate if you can or just use vsync with a lower refresh rate (if you rmonitor supports it). SOmething along those lines.

Im still curious as to what FPS you are actually getting. Just installing mods until it goes away isnt a great fix really as potential performance isues could crop up.

Well, no they are not my only options. Clearly the hi-res DLC seems to deal with the issue by lowering the FPS. I just need to nudge it down a little more with some other mods.

Again, the only surefire way to fix it is to change the refresh rate or cap the FPS. Installing mods won't fix it permanently. The FPS can still vary. When it does, the issues will occur.
