Are pure builds any good? or are hybrids gonna be better pvp wise. Is there going to be a cap on what you can do or can I just max every single thing? I planned on doing a pure dark magic build with heavy armor. tanky cc build. Cuz I understand that the producers want you to be able to do whatever whenever but there has to be a cap otherwise OPness will be ridiculous.

You must make a new character when you get the game either by the pre-order 5 day or by the release date.

As for the hybrid my understanding is that while you do choose a class at the beginning you can, after that, build the character however you want really. I plan on trying different things to see what works better for me, you could always do research online on ESO like Tamriel Foundry. I've heard that site is good.

End game... No, the content is limited to level 17. You can go past that with your character but not in content.

Pure builds... you can for sure do that, but it is looking that by doing that you may be limiting your self.
