Because Max Health/Magicka/Stamina, Armour (700) and Spell Resistance (950) are set to static values for balance reasons, there's a lot of skills that either work partially or don't work at all in Cyrodiil. It's frustrating that a bunch of one hand and shield skills feel gimped because of this, but investments in a skill line are something that can be reversed. You can't simply go and change your race because it turns out it's doing worse in PvP than you'd hoped.
Here's a list of all racial skills. The ones that seem to be affected are marked in red.
Aldmeri Dominion:
Altmer:
- +15% experience from Destruction Staff skill line.
- +3/6/9% magicka recovery in combat.
- +4/7/10% maximum magicka.
- +2/4/6% damage from cold, fire, and shock effects.
Bosmer
- +15% experience from Bow skill line.
- +3/6/9% stamina recovery in combat.
- +7/14/21 poison and disease resistance.
- +1/2/4% maximum stamina.
- +1/2/3m to stealth radius.
- +3/6/9% damage done while in stealth mode.
Khajit
- +15% experience from Medium Armor skill line.
- +5/10/15% health regeneration in combat.
- +1/2/3m to stealth radius.
- +3/6/9% damage done while in stealth mode.
- +1/2/3% critical rating for melee attacks.
- +5/10/15% damage done with critical hits.
Daggerfall Covenant:
Breton
- +15% experience from Light Armor skill line.
- +4/7/10% maximum magicka.
- +2/4/6 spell resistance.
- -1/2/3% spell cost.
Orc
- +15% experience from Heavy Armor skill line.
- +2/4/6% maximum health and stamina.
- +5/10/15% health regeneration in combat.
- -4/8/12% sprint cost.
- +3/6/9% sprint speed.
Redguard
- +15% experience from Weapon and Shield skill line.
- +3/6/9% stamina recovery in combat.
- +4/7/10% maximum stamina.
- Damaging enemy with melee attack restores 1/2/3 stamina.
- Can only occur once every 3 seconds.
Ebonheart Pact:
Argonian
- +15% experience from Restoration Staff skill line.
- +50% swim speed.
- +5/10/15% potion effectiveness.
- +1/2/3% maximum health.
- +7/14/21 poison and disease resistance.
- +2/4/6% healing received.
Dunmer
- +15% experience from Dual-Wielding skill line.
- +2/4/6% maximum magicka and stamina.
- +10/20/30 fire resistance.
- +1/2/3% maximum magicka.
- +1/2/3 spell power with fire effects.
Nord
- +15% experience from Two-Handed skill line.
- +5/10/15% health regeneration in combat.
- +10/20/30 cold resistance.
- +1/2/3% maximum health.
- +2/4/6 armor rating.
Dunmer and Bretons seem the most affected by this. Khajit is the only race that gets away unscathed.
So my question for those who have been messing around on the permanent test server... Does this cause a noticeable imbalance? Do people avoid using certain races in PvP for min-maxing reasons? Or is this only related to Battle Spirit and do these static values no longer apply at level 50?
