It's not that. The OP should've posted this thread months earlier if he/she wanted to prevent this. Right now, people have already pre-ordered and paid for their game and there's no way for ZOS to remove it now. They wouldn't anyway.
@Too Human, I guess that's true, he's too late to the party if you know what I mean. But there's no way (in hell) that Zenimax will get rid of the Adventure Pack since lots of people paid for it already.
I do not see how any could see any race any alliance as a "lore breaker". In all honesty, not having any race any alliance is the lore breaker.
it doesn't break any lore. altmer have been around dunmer ever since they were separated from the chimer. nords have always killed things for no reason, and still do so.

Until the last half of the 3rd era, so maybe 600 hundreds years AFTER ESO every race in Tamriel considered Orcs to be beast and not sentient beings. They were often seen as being similar to goblins that's in the lore. There is no possible way that they would have been integrated in an alliance as a sentient race and given seats in the council and a right to take part in any political decision.
From the point of view of any race at that time it would be similar to saying that we would create an alliance with Chimpanzees and give them an equal power of decision.
Nords allied with Dark elfs ? Right let me laugh, both races would prefer to die than do something like that.
Nords as every Skyrim player well knows are completely secure in the belief that they alone even weakened by a recent war would be able to take single handed an extremely dangerous enemy, vastly superior in numbers that they weren't able to defeat previously when they were at top strength and part of a powerful empire.
The Dark elfs have 3 living gods witht hem with immense powers, sure we know they were beginning to decline a bit even then as all Morrowind players well know but they were still very near the apogee of their power and had the arrogance to go with that power.
So even more ridiculous than them allying with nords is them allying with their slaves the argonians. At the very most if they needed cannon folder for the battles using argonians as such maybe ... but even that is quite farfetched . Freeing them and allying with them ? Yeah right .... not in a million years.
Kajiit allied with wood elves maybe why not but the mighty high elves wouldn't have seen the need to ally with such inferior creatures IMO. Not as impossible as the other alliances but still not very probable.
But if we accept the alliances as they are and disregard all impossibilities then the fact that a small percentage of the population in every alliance originates from a different race is completely believable :
either they were leaving there before the war, maybe had been for some generations already and as such they didn't have any tie or loyalty to their very distant racial homeland
or they decided that they didn't believe in the propaganda from their racial homeland and went to support the alliance with the ideology they believed in the most.

Orcs I think would be considered a sentient race. As you may know, While the orcs in arena were mindless mobs, that was most likely because the lore was hardly established.
