They've always said that your build (what skill you choose to actually use) is what will make you different, not that what you learn will make you different. At one point there was enough points to learn everything in the game so they actually took a step back from that.
Active skills, yeah, but passive skills are the ones that will really need a lot of skill points. Many of them need 2~3 points to be maxed.
not all skills are single point and this number still means you learn about 2/3 of all the skills in the game on one toon. Kind of waters down alts in my opinion.
It took a guy from youtube around 4 or 5 days of playtime to do his area only, think about that carefully, 4-5 days of PLAYTIME to do his OWN area alone, almost exclusively pve, and most likely rushed in my opinion since he has video's to show.
And of course the difficulty of the next faction's area's get increased difficulty as well, meaning not all skyshards are so easily obtained.
Just because it's possible doesn't mean it will be realistically achievable, or if even it's worth the time investment for that. We can't be sure, but we do know that, JUST FROM THE TIME perspective, it's ... huge.
But you can switch out your skills whenever. That really kills the whole RPG character progression, in my opinion. It basically becomes like a racing or fighting game where you can just switch to a different car/character between races/fights. I really think they need to change this in the interest of this game's longevity.
This type of thing will actually keep me playing longer. Also as they add in new skill lines, you can bet even more difference can be made.
Agreed we will have more choice and freedom to craft our character for how we want especially in regards to experimenting for an optimal pvp build.
1. Looks like a large number will be acquired after level-cap, so choices still matter when leveling.
2. Unique snowflake concept is a myth. Example: Diablo 3 has a similar system, a pool of skills and you choose which ones you actively use. The majority still fall into the same 5 or 6 builds, even without min/maxing. In fact, limiting skill points will just encourage players to homogenize even more, because they cannot afford to play different skill set-ups. They will go the safe route of picking the popular builds that are working, and ignore everything else.
3. The game is set-up so many passives and abilities don't work unless it is in your current set-up.

5. Since the requirement of full respecs in modern games, this "meaningful choice" concept has already been killed. Whether you can freely switch up skills or need to click a button and then switch up skills is largely the same concept.
6. It is great news for those of us who wan to use multiple craft lines and play a couple different set-up on a single character.
