I have crippled limbs and its impacting my survival status severely.

Well there Dr. Troy in the the Vault of Vault City, Lenny in Gecko, and Dr. Fung in San Francisco.

Also, if ya have decent Doctor skill, ya can do it ya self with First Aid Box or Doctor's Bag.

The Doctor in Broken Hills is also very good... And Free if you select the right options. THere are also doctors in Redding and San Fran, who if you've got a good Doctor skill and have visited the right terminal can implant sub-dermal (thats under your skin) armour.
