It's still an MMO, it needs some more visually appealing and strong castables akin to mmo's normal spells and crazy combo's.

There are other forms of magic powers in TES games which do not use magicka, such as the doomstones, birth signs, standing stones and the Thu'um. As the story of ESO takes place thousands of years in the past, it could simply be that this particular type of magic was forgotten by most over time.
Actually, your explanations are all crap. We're all worshipers of Khorne (wrong universe) and the Blood God deems us worthy when we have spilled enough blood to cast/use something that he bestows upon us like a boon.
A lore based explanation; it's your battlefield momentum, it's good to stretch out before doing strenuous exercise and in this case stretching out means ... some athletics involving killing things.

It's just a powerful spell or ability that takes a lot of energy to use. So once you use it, it requires rest and focus in order to use it again. Kinda like bashing your head through a stack of wood. It's a very powerful move, but you cant use it over and over. You have to focus and build up energy to do it again.
