Flickering at night.

I have downloaded numerous graphical mods that have improved the look of the game dramatically. However, I have noticed at night (I have Climates of Tamriel with darker nights set to 4) as soon as I start to walk or when I pan the camera seemingly every bush, shrub, rock, etc brightens and then dims. If I am standing still and move slightly forward, stop, slightly forward, etc. it literally looks as though there is lightning illuminating the ground. This is extremely noticeable and is breaking immersion terribly for me at the moment. I'm hoping there's some kind of adjustment I need to make, however, my main concern is that it is the monitor (or should I say, huge HDTV) that I'm using to play Skyrim.

I'm running the game with a high-end PC on a 65 inch LED HDTV. It is a high-quality TV but I'm concerned that it is the TV that is producing this effect. It is difficult for me to explain what is happening and I don't know the official term for this but I'm sure I'm not the only one that's ever experienced this. Hopefully someone on here will have some kind of solution for me. Please let me know.

I uninstalled Climates of Tamriel and ELFX and it definitely reduced the flickering. It is still noticeable but easily playable with the vanilla lighting. However, I do not prefer to play that way as one of my favorite mods was the darker nights. I hate how bright vanilla nights are, but jeez. If its bright nights or looking like fireworks are exploding I'll take brighter nights. Again, solutions would be MUCH appreciated. I'll keep playing around with it. I might even try the plasma TV upstairs and see if there's a difference. That way I would at least know if it's the TV or not.
