I've not gotten into the beta, so I hope someone here might be able to answer the question for me. I mean I could wait until release to find out, but curiosity is kiiiiiiiiilling me; Can a Nightblade spec for heals well? ...and if not for main heals, could I spec for heals/cc?

Both have room for tweaking. I myself would do a couple of little things differently than these builds, but these are both very solid starts.

if you level healing staff along with your other weapon of choice, sure you can be.

I do think that Templar and sorcerer healers will be more potent due to class passives.
