No. As a physical dps NB you shouldn't put anything in magica. Just softcap your stamina 1st, then dump everything in health.
As a magical dps, you don't need anything in stamina.
All classes have abilities that will use both stamina or magicka. Casters have weapon skills that use Stamina as well.
Not always. Staff using casters don't use stamina at all.
Staff skills use magicka, I do not use any stamina abilities. This isn't exactly a benefit though.
If you Google "ESO nightblade builds" you'll get a hit for a wikihow website that has some fundamental information. Do some basic research and you'll have a lot more fun with your character.

Even staff-using class-ability using mages will use stamina for sprinting, sneaking, blocking, interrupting, etc. Granted, not as much as one who uses non-staff weapon skills.
I was quite surprised by how much magicka my nightblade was using, because I was turning invisible during combat, and using class abilities so often, I found myself trying to fit in some light armor pieces (and passive skills) to help my magicka. If you primarily use stamina-burning weapon skills, though, you can get by with less magicka regen/pool.
It'll be an interesting experience, trying to find that 'sweet spot' between stamina and magicka use.
Actually, how hard staff users' light and heavy attacks hit depends on stamina. The actual staff "abilities" are magicka dependent. All classes use stamina to dodge, sprint, and break CC. A staff user may also use stamina-based guild abilities.
