Can't talk to random NPC's

Here is a copypasta of my post on the Nexus:

After having an innkeeper or stable keeper refill my waterskins I can no longer talk to them.

I can't enter dialogue in any shape or form. Even after uninstalling the mod I cannot talk to them. I've tried resetting thier AI and disabling them, no fix yet.

So right now, I can't talk to a vast majority of the innkeepers in skyrim, please help!

Now it seems that this issue is spreading randomly. The shopkeeper at Riverwood refuses to talk to me. Any advice would be much appreciated.

You will need to load a save game prior to ever installing the mod that is causing this issue to occur. Scripts from mods often become permanently imbedded into your save game, so simply uninstalling the mod does not usually solve the issue and can actually cause the game to become even more messed up.

That would be all of the saves wasted. Is there any other way to solve the issue?

Not that I'm aware of, but there are people who know a lot more about these types of issues than me. I think somebody mentioned that there is some sort of save game cleaning application, but I don't personally know any details about it or whether it is actually effective in fixing this type of issue.

what if you wait on another cell for 31 days (in-game) - make a new save, and then load that save. !!!

Then try to speak to the innkeepers.
