From my experience, pretty much every character in the game for quests have voiceovers. But I have encounter a couple that do not. Not sure if this is a glitch or not, or if select characters do not have voiceovers. I am restarting the game to see if this changes anything.

They changed some of the quests and the new parts do not have dialog, yet?
