Are there any mods the make it so that it doesn't look like my character and the npcs are walking/running with brooms up their rears? I love Morrowind dearly, it was my first TES game back in 05, but after a six-month break, the animations are driving me crazy.

Yes, it does. If you use Liztail's Animation Toolkit you can mix and match animation mods too.

If i recall, it also affects the walk and run for npc's too but I could be wrong since I haven't played MW in 5 months.
