Okay, I'm not exactly sure if this is screen tearing or something different. I only use the term "screen tearing" for lack of a better word. Whenever I want to increase my mouse responsiveness and eliminate the very fluid feel of the cursor when moving it across menus, I enable a frame limiter which is in Nvidia Inspector and set it to 58 fps. I don't have to do anything else, including something like setting the mouseacceleration value to 0 in my config file. I leave it default. I could disable vsync, but judging from what I read from others, that isn't a wise decision. After enabling the limiter, the cursor responds instantly, or dang near close to it. Here is the problem (and I'm sure this is a refresh rate issue or something)... Whenever I move about the world, I get these obvious lines scanning across the screen from top to bottom. These are not noticeable when the frame limiter is off and the game's cap is at 60 by default. They also only show when, like I said, I am moving. What I want to know is if there is a way to eliminate the very fluid feel of the cursor without having to subject myself to constant lines scanning my monitor like a frickin' giant barcode or something. If it matters, I believe my monitor is 60hz refresh rate.
