PES and TESNexus are both great in their own ways. Nexus certainly has a more organized visual interface, and a lot more options for uploaders (and more control over the mod page, such as keeping it hidden).
When searching for mods, I use http://search.yacoby.net/. Most of the time, everything you'll ever want will be on PES and/or TES Nexus. There are some mods that are only available on a modder's website, but ES Search seems to catch most of them anyway.
As for ElricM... as an uploader, I find it very difficult to represent my mod: no screenshots, no control over the mod - you can't even update it manually, you have to contact the site managers. As a downloader, the lack of screenshots is frustrating, and the user voting/comments section is neglected for the majority of the entries. However, it is often the last bastion to find truly ancient mods and resources.
