Want to buy a new system before release, im thinking of buying the following system :
Intel i7 4770K
Corsair Vengeance 32 GB 1600 Mhz
Samsung Evo 840 250GB
Sapphire R9 290X 4GB
Gigabyte GA-H87-HD3
Coolermaster G650M 650W 80+ Bronze.
Please let me know if i can run the game on highest settings without any lagg and some nice fps

yes there is nothing you can't max with that thing, but you should change the motherboard to a z87 otherwise you can't overclock that unlocked cpu.

@zmanu: Switch MoBo hint is a good one for squeezing the very last piece of performance out ot that rig, what is not necessarily needed for ESO though.
