I'm curious - if I grab the thing at lvl 10, will it have the same base damage (and the same damage for the red lazzzzer effect) as if I were to find it at lvl 50, or would it be best to wait until higher levels like with some of the other gear (Nightingale stuff, for example)?

It's not leveled. It has a fixed damage of 21 points.
