Correct me someone if I'm wrong. Anyway, this was the answer I got.
You can play with a game-pad, however, you will have to use third party software such as Pinnacle or Xpadder. I use pinnacle and it works just fine.

His question was if ESO will support "natively" his 360 controller.
But yes, a third party program can be his solution.
As has been said officially by the devs, no there is no native support for a controller on the PC.
If you wish to use a controller, use Xpadder and search these forums for one of the many Xpadder overlays created by players.
