I am at the point in the MQ where I just won the Battle of Bruma and Martin is ready to transport me to Paradise. The stats page says I've closed 40 gates.

It seems that no more random gates are spawning. I've roamed Cyrodiil a fair bit and haven't found any new gates. I even installed a mod that supposed draws quest markers on open gates and it seems that no more new gates are opening (I have confirmed that the mod works as intended in another save; where it successfully draws tons of green markers to open gates).

Is this normal? Do the gates take some time to spawn new ones? I'm holding off on entering the Paradise because I know once I'm done with Paradise, no more gates will spawn... I'm trying to close off 60 gates in my playthrough before I proceed.
