I have searched. Reddit tells the tale of getting an email that reads User ID will not be displayed in any chat, only between contacts. Forums here read as though it will be everywhere. I cannot find any official statement from Zeni on the subject.

Some folks have easily changed their User ID, others have tried and tried. Sometimes tech support says no problem, sometimes they say never.

Does anybody have a link to something official? Can devs please post something official? This is hugely critical to every player. Yes, GW2 did it, and it was LAME. This is an mmo - we don't want anybody to know who we are. But the decision has been made - or not - I can't find it anywhere.
